$25 for a detail? That's why you have swirls. Like the others have said, an orbital and some polish should take care of it. It'll also depend on how deep these micro scratches are.

detailing jobs should take several hours. good ones anyway. my local detailing shop does a great job. they clean the exterior of the entire car including the underbody and inner wheel wells by hand, clay bar, cutting and polishing compounds with a buffer to remove scratches, waxing, windows are cleaned and rubber and chrome trims are polished and treated all for $100.
basically scratches are inevitable. once it gets dirty, during the cleaning process you will end up scratching it one way or another. as long as te scratches aren't deep you can actually fix some of these yourself. scratchX works pretty well for spidermarks but anything deeper requires a LOT of scratchX or the smarter route is some cutting compound and polish.
