They made it free a few months back. There was a thread on it. Communication from Lexus was via e-mail.

Is Lexus Enform App Suite a fee-based service?
Lexus Enform App Suite does not require an activation fee or monthly recurring fees, however registration is required. Lexus Enform apps rely on the customer's smartphone data plan, carrier charges may apply.

Lexus enform and the apps with it are free for the life of the car. Sos however is only free for the first year.
