I'm putting my IS250 together after an accident, so I was looking for a bumper as well. I got one on ebay for around 130 shipped, but when I got it, it wasn't in usable condition (bent, ripped, though looked OK on pictures). So now I'm returning...
I went with some Taiwan replacement.. ended up spending 230 shipped.
