Are they the factory ballasts and bulbs? If so, do you know how many miles were on the car? If not, who are they made by?

They are factory OEM Audi parts.

They are in brand new condition - my guess would be under 1k miles of use
I bought them locally from a guy that had these and a set of A4 HID's for sale.
