Default Anyone know what these marks are?

I recently bought used rims, pretty cheap. Though not sure if it was worth it lol. Got some work to do. Anyway does anyone know what these marks are? You can see some around the rim of the center. Its those white marks. They look like theyre under the clear coat. Or idk im not sure really but i can't just wipe it off. Anyone know what it is or got solutions?

corrosion of the aluminum underneath the clear coat...

best way to fix it - strip the clear coat, clean the aluminum, and clear coat it back...

cheap and easier way to fix it - sand the clear coat and paint over with your favorite color... (though this technically does not fix the real issue, but it does hide it)

DIY Safe or should i get it professionally done? I also thought about getting it powdercoated but i like the metal look.

it will be a lot of work if you do it yourself and you run the risk of making it look even worse...
