What is this little thing on the trapezoid brace?

Hey folks, Last nite i heard a scraping noise underneath my car and when i checked it this morning, i saw this. What seems like a screw on the trapezoid brace is bent backward. Is it normal for a lowered car? Any major damages to it?

You are going to get scrapes if lowered. It is what it is!
