Brake Master Cylinder leakage

Brake Master Cylinder leakage
Hey guys,
My mom has been driving my 98 GS300 for some time now, and at 205K it's beginning to have its fair share of problems (need to grease or replace steering column up/down motor, passenger door window switch not functioning), but the one that worries right now is the noise from what I think is the Brake Master Cylinder. Every time she presses the brakes, a small vacuuming sound occurs 3-5 seconds after the pedal is released. Almost like something is draining. Awhile ago the noise got really bad (almost like a scraping), and when I checked the fluid there was almost none. I refilled it and it went back to that bubbling, sucking sound. So I pulled up the carpet and can see telltale stains, and it looks like the seal is gone at least on the firewall side. Does this sound like something a rebuild kit can fix, or should I just replace the whole unit? Has anyone replaced the unit themselves? As a combined unit, my mechanic buddy (who helped me do the timing belt replacement on the car) had questions about whether you need specialized bleeder tools to replace it.
