how important is brake assist?

i'm going to test drive a 98 gs400 this weekend hopefully
the main reason i think brake assist is useful cuz here in vancouver, there are alot of hills and alot of rain. combine that with not-so-good drivers and accidents are abundant. thats why i would want a 2000 gs400 instead... but i'll test drive one before i make my decision

I have a 98 GS4 and it isn't supposed to have Brake Assist, but in winter, on slick roads if I brake, and then let up on the brake and apply it again gently it brakes much harder than I am trying to, and if I push harder it REALLY brakes well, like it is getting a big boost of brake pressure to the brakes without the normal brake pressure on the pedal. Was wondering if they had something for brake assist back in 98? Or is that something else?
Only see it in snow, just never seem to recreate the same scenario on dry or wet.
