Default Rear bumper question

Just purchased a 2008 SC430 last weekend and when I was detailing it and removed the license plates I notice there is a rectangular hole where you can actually see the Styrofoam dampening material between the body and the bumper.
Is this normal? At first I was worried but when I looked up Lexus SC430 rear bumpers on Google is seemed to show the same rectangular cutout.


You can see it in the attached link. Do you have this cutout or is there some type of cover missing?

My 2006 has the same cutout.....odd feature but that is how it is...
