According to my 02 FSM
Front Shock Absorbers:
The three top bolt: 41ft/lbs
the middle bolt where the speed senors mounts: 48in/lbs
the lower shock absorber bracket bolt 116ft/lbs.
Torque the lower bolt should be done after the suspension is loaded.
and while your at it,
Front Wheel lugs are 76ft/lbs
Rear Shocks
The three top bolt: 47ft/lbs
the two middle bolts: 13ft/lbs
the lower bolt where it ties into rear suspension member 81ft/lbs.
Torque the lower bolt should be done after the suspension is loaded.
Rear wheel lugs are 76ft/lbs

Can you explain this more? I am talking about the center bolt of the shock shaft itself. Is that the one you are talking about? And where are these sensors? I didn't see any?
And how are you going to load the bottom bolt? With the car on the ground? There isn't any room to get under without jacking the car up???

21 Ft/lbs on the center bolt at the top of each shock absorber front and rear. Looking for a diagram now to help. Found it...
Additionally the black diamond shape in the diagram indicates non-reusable parts. which happens to be the center bolt you were asking about.
To clarify the speed sensor bolt, what I referred to as the middle one, I boxed it in red to highlight it.

I assume you'll have the car up on jack(s) and wheel(s) off ...the bottom bolt should be torqued after the car is back on the ground, or "loaded", rather than when it's off the ground.

Yes.
Remove the clip and nut.
Then disconnect the upper suspension arm from
the steering knuckle.
When putting it all back together you need to stabilize or load the suspension before final torquing... The FSM suggests:
STABILIZE SUSPENSION
(a) Lower the vehicle.
(b) Press down on the vehicle several times to stabilize the suspension.
Remove the clip and nut.
Then disconnect the upper suspension arm from
the steering knuckle.
When putting it all back together you need to stabilize or load the suspension before final torquing... The FSM suggests:
