Default Horn fuse blowing

I have a 95 SC300 and am having electrical problems with the horn and cruise control. A couple of days ago I was turning into a parking spot and the horn started going on its own. after about 2 minutes it stopped after blowing the fuse. As soon as I put a new fuse in it blows. Also, the cruise control is not working. I am guessing there is a problem with the wiring in the steering column, or at the connection point in the steering wheel. I recently heard some clicking noises as I turned the steering wheel at times. I removed the cover on the steering column, but did not see anything out of the ordinary. I did not try to look inside of the steering wheel in fear of messing up the airbag. Everything in the car is stock. Any suggestions on where to look for possible wiring problems would be greatly appreciated.
