'92 SC300 Horn Relay

Horn no workee workee. Mechanic can't find the horn relay. Would anyone know where it is located so it can be replaced or direct me/him to a schematic to indicate location.
Or is he on the right track?

lol would love an answer to this as my horn hasnt worked since I bought the car never cared to look into it before
