Okay just to set things straight here if you need to replace the cat you only need to replace the ones that are not properly working in order, it does not have to be obd2 it can be a simple universal one you can get installed for around 150 bucks with the part since you own a federal car not a cali car you do not have to install a "extra" cat you only have to have your car pass the federal standards for a enhanced area smog test... You also have to have all the original components on the vehicle ie. factory intake, evap canister, egr if it was originally equipped with one etc...and make sure your check engine light is off if you have a questions just pm me I'm not getting involved with the lame sword fighting i see here on cl all the time

I too was worried about this after i bought my 97 sc300 from Colorado and shipped it to Cali. I called around and no one was able to give me a definite answer. I then called "tos" (toyota's only service) and the tech/owner told me that i do not need a third cat. I took it in to them and it passed.

Like I said I choose to avoid the cl drama and not post here often and don't want anyone coming here be misinformed, worse case scenario if you fail the smog hit me up I'll help you get your car to pass in the most efficient and cost effective way possible
