When Im parked and turn on the AC i heard a low howling noise is this normal? its a 95 SC300 with 100k miles

Your air con filter may be dirty/restricting flow. It is located at the passenger footwell, pull the pannel off (the one where your toes would be if you were sitting in it). It is held by 2 push clip things and a number of clips. once that is off, you need to release the filter that is held on by 4 butterfly screws. It most likely is black from dust. Give it a good clean/fragrance and see if that helps. Even if it doesnt help, at least you know you're breathing in good filtered air now.

My A/C does the same thing if one or more of them are turned off.
