FWIW, I've had a dealer advertising a car as CPO but when I made my first offer he gave me the "option" of certifying it at some cost on top of my first offer. 
It wouldn't be a bad idea to ask them for some proof that they did all that 161 point inspection, new tires, yaddi yadda. Perhaps they could show you a inspection log of what they did to it?
