They should probably last the life of the vehicle. Unless you make a habit of driving around with the parking brake on.
I replaced the rear rotors on my (now long gone) Ford Explorer at about 110,000 miles. It had the same internal parking brake shoes design. They were in great shape at the time so I left them alone.

In most cases, NEVER. If you apply the parking brake when you are stopped, and do not often forget to release it when you start moving, there is no wear against the drum or shoes. Anytime you do a rear brake job, the PB mechanism should be blown out with compressed air, and checked for corrosion, damage, etc. If the cable gets stretched, it may need replaced. Otherwise, should be good to go, unless there has been a lot of abuse of the e-brake.
