we had same issue
Our 2013 RX had same issue with the seats. We took it back from dealer who said "you are doing it wrong." I handed them the keys (both fobs) and said "you do it."
They proceeded to reset the seat positions to the keys and ta-da--- it didn't work.
They said "oops, we'll have someone look at it". We picked up the car a couple of days later--they said they had to "reset" the electronics (whatever that means).
Now it works as described in manual. One other thing dealer said is that if you have two key fobs near the car, the car gets confused and not only doesn't know what seat position to put the seat in (makes sense), the electronics jumble and it may not work at all.
We've been trying to keep only one fob near car at the time, but I suspect that will end soon when we both go out together in car. If it "jumbles" again, i guess I'll have to bring it back to dealer to get fixed.

Quoting from the technical manual for the 2012 RXh:
This is not the complete description from the manual, but a maximum of eight air conditioning system parameters are memorized.
I don't know about the radio for sure, but I have a feeling it may be memorized too. Why don't those of you programming or reprogramming you car/key fobs give us a full report.
Memory Call Control
(a) Memory call control memorizes the air conditioning system settings together with the ID code of the key that is being used.
(b) When a key with memory is used to unlock the door, while the driver door is opened and the power switch is turned on (IG), the memorized air conditioning system settings will be recalled.

I just checked my 2013. it doesn't do anything to the air conditioning controls. I have to check the manual to see if it's supposed to. if so, back to the dealer to look at it!

Correction. I found a note in the manual that the temp is saved with your key. For example if you lock the car with key 1 at 72/74. You will get the same thing the next time you enter with key 1. If you enter with key #2, the temp setting will be at whatever key 2 lock the cars with
