Yes they are but configured in series ... need both filament intact and the +12v gets distributed to 6v on each.

Does that mean I WILL need a relay fuse for my low beams when installing an HID kit (9006)?

Low beam has nothing to do with high beam including drl.
Separate (direct from battery + relay [activated by existing low beam] ) has to do with the current demand of your new (hid) system.
There are plug and play systems too. If you are not sure, ask the manufacturer of the HID kit.
