noise from engine compartment when brakes are used
I have a 1999 RX300 and my wife complain about a noise when applying and releasing the brake pedal. I drove the car and the noise is from the front in the engine compartment. It is probably a vacuum noise from the booster. It sounds like when you pull and release a guitar sting that is very very tight. If you think you know what it could be, could you let me know.

There is a possibility it is a motor mount on one of the sides. It makes twang like this when you hit the brake and the start off again. Before I switched to Akebono brake pads, I was using the stock OEM Lexus pads and had a similar popping sound on the front because the material had separated from the brake pad. A few other ideas are suspension arm bolts need tightening and the shock tower bushings/supports. If the mechanism within the shock goes bad it can also make a sound like this.

My guess is the engine mount too but I am not sure. Try this. Open the hood, put the gear on P. And gas it and then apply brake, do it several time. You may hear the sound that you described. Have somebody look at the engine while you do that. The engine should lift up and down. If the engine lift/move too much, the engine mount is not strong enough to hold the engine. GL
