Default Tsb's and how to get copy?

I notice the CL forum has some TSB's.

The attached link -specifically #19 is the one I am interested in.

Does anyone know how I can get a copy?

You can access complete TSIB's and repair manuals for Toyota products (Toyota, Lexus, and Scion) at http://techinfo.lexus.com.
It's Toyota's official site for such information. However, it's not free; the cost is $10 for one calendar day (ending at midnight PST), $50 for a month, or $350 for a year.
All information is presented in Adobe Acrobat (PDF) format.
One note: don't expect to download entire manuals. The manuals are cut into hundreds of pieces 3 or 4 pages long based on very specific topics. They're hyperlinked very well so that you can follow a specific process, but you'll never wade through the whole manual that way.

Fern, I had the problem with the rear hatch latch too on the'99. They repaired it presumably per the TSB as it worked better after the repair. I also had a rattle in that area, placing a piece of ~1/2 thick carpet foam between the hatch latch connector wire stopped that rattle that occurred mostly when I closed the hatch.
