Default Climate Control/Heat always running?

Ok Im sending in my climate control to be repaired and I want to know two things
1) How can I tell if the year of my Climate control?
2) Will this ugly screen be fully replaced when LCD is replaced? Or is the LCD just the under neath proportion.
I have a CC from my 93 sc300 in my my 99 sc300 and Im wondering why when I turn off the heat is it always still blowing a small portion of hot air? I know others have had this problem and know what Im talking about. Heres a picture of my "99" CC.(It just came with the car Idk if its actually from a 99, and maybe this is the reason why the heat won't stop blowing even when I cut it off. ? Any help would be appreciated.
