Default DLC connector does not work! 93 SC300

93 SC300 1JZ- W58 , Tweak harness.
I tried to hook up a toyota scan tool to it, and the scan tool didnt turn on. So i decided to do it the manual way and jumpered TE1 AND E1 and nothing. ( I do not have a CEL or anything, just airbag light). Later i took my volt meter and checked if TE1 had power, but it didnt. E1 is grounded well, confirmed that by running one wire to the battery and other to E1. I opened the pannel to take the DLC connector out and tried to find any wires pulled out or anything, but there was nothing that looked abnormal.
Does anyone know where do i go about tracing down TE1 , as in where it gets power from? I just want to see what all my sensors are doing and probably learn something from it.
Thanks,
L0kz
