Installing a new serpentine belt tensioner and the DIY lied to me.
It said turn it clockwise. I did and it tightened. I turned it counter and it came out the way it was supposed to. But from tightening it look what happened.

The DIY did not lie to you. Your car is just old and things break when they get old.
You turn the pulley bolt clockwise to tighten the bolt and make the entire arm rotate, so the serpentine belt can be slipped on or off the pulley.
You turn the pulley bolt counter-clockwise to remove the pulley completely.
You turn the pulley bolt clockwise to tighten the bolt and make the entire arm rotate, so the serpentine belt can be slipped on or off the pulley.
You turn the pulley bolt counter-clockwise to remove the pulley completely.

that is an example how to properly release your serp belt. Turn it clockwise and the tensioner will release.
to remove the entire tensioner, visit youtube under the Part 2 of his series. He shows how to properly remove the timing covers and access the three bolts just behind it. You will need a new pulley now though. Mine is squealing like crazy so I just bought a new tensioner on ebay for $65.00.

mine actually JUST did this. 99 sc300 170k miles. was putting the new pulley on the tensioner. I was watching the tensioner arm and tightening, the arm never moved but i heard a pop and the pulley came very loose. i'm now holding the threaded portion of my tensioner in one hand and very unhappy. and for the record i was using FAR less force than it took to move the tensioner the first time.
