Fuel leak?!

Fuel leak?!
Today while at work I noticed that my car was leaking copious amounts of gasoline from somewhere. The picture below shows the "thing" that seems to be source of the leak. replacing this isn't necessarily my concern. My concern is, what could have caused this, and if I just replace this part, is it bound to happen again unless I fix something else as well? I've never seen anything like this happen. You guys are always a big help so thank you in advance.

Update: Ok, so underneath the car there is a metal fuel line that was cut off and replaced with a rubber hose. I don't know if it shook loose or what (it was like this when I got the car), but the rubber hose leads to nowhere. This is DEFINITELY the source of the fuel leak and my question is: Where is this line supposed to go. I know its rigged, and I know I should replace it with a metal line, that is not my concern. I just need to know where this line is supposed to go.

Ok bump again. Here are some pictures that I retrieved that someone might be able to make use of. The only problem is that they dont show where this random hose is supposed to go. The red arrow shows where the hose is connected to.
