I would just gut them and reinstall the shell. Might cause the check engine light to come on, due to running leaner than the factory setting. They are just bolts and go. They might be reusted, so spray liquid wrench or PB Blaster on the bolts and let sit for a bit to help loosen them up a little.

OP, if you need a working cat for testing then no, there is nothing you can do but replace the bad cat(s) with new. The catalyst can become affected over time and its efficiency goes down. You may find a good deal on factory cats through Carson or Elmhurst or Sewell. Carson may be the only one who will ship to you since you're in CA though. Catco is your next best bet for bolt in replacement cats and they're very good. Barring that, there are several brands that make weld-in universal cats that you can have a shop install for you but this might require a custom exhaust system at the same time because of the factory bends. I'm not familiar with SC400 exhaust systems but you can go either way on an SC300.

Get a new cat, have a shop make you some new piping, and upgrade your muffler. Call it a day

I'm going through a CEL for this same issue on my Celica. Good time to upgrade
