Yea so I found what was wrong..
Did some research and found this here;

Under this photo it states:
" The Toyota test mode is a 'more sensitive' mode entered by connecting terminals TE2 and E1. If TE2 is not in the diagnostic connector there is no test mode.
TE2 will be labelled under cap if pertinent."
So now i have a completely useless, expensive cable taking up space in my garage..lol

One thing make me confusion is the RS-232 cable,In my knowledge the basic null-modem RS-232 cable configuration taken use 3-wire,these wires are Rx(pin 2)、Tx(pin 3)、Gnd(pin 5)
But the site show the schematic as follow,the OBD-1 serial data transfer into DSR(pin 6) rather than Rx(pin 2),could anyone explain how does it work?
I never see a RS-232 link like this configuration,please resolve my doubts in my mind.

Mine worked on the first try. When it is hooked up correctly the CEL blinks rapidly while it is running in diagnostic mode. i don't remember exactly what pins on the serial cable i used but ill check when i get home. it is just a serial stream, one way, so if you get it enabled and your computer is set up for the proper port and baud rate itll start feeding you data right away. The russian diagram is correct, i used two 1000 pF capacitors in parallel on mine because that's what i got in radioshack easily. i couldn't explain to you why it works the way it does though.

Supra usdm 2jz gte attempt
So I have made the wire and connected to the windows 7 via rs232 to USB adapter. When I run the inversion test, it flickers 0-1 in both regular and inverted mode. I multimeter tested my vf1, e1 and te2 and they are working. Updated the USB adapter firmware too. Anything else i need like property settings on the com port itself? Any help is much appreciated as I am sharing my findings to supraforums

do you have the cartester program installed? make sure your port is selected there that your usb to serial adapter is set up for. when you plug in the serial cable to the three OBD terminals and turn on ignition does your CEL flash rapidly (indicating diagnostic feed mode?)

cartester 8000 installed, com set correctly. CEL flashing rapidly. when I remove the TE2 connection, the flashing stops on inversion test. So I know car test 8000 is getting signal. what else is there I can do? I have a 3.3nF capacitor but I cant really test that can i.
I have used windows 7, 8 so far with same results as well.
I made another wire and it seems to have worked! I assume my first time soldering probably overheated and destroyed my first capacitor. Will be sharing finding with SF when I get some actual data in driving conditions. in the mean time thanks for this thread spool!!

cartester has no communication with the car, the serial stream when you hook up the pins is one way from ECU to your computer, so once you get the flashing signal then the serial stream is turned on and it is just a matter of tapping into it, which it looks like you figured out, good work. let us know what you find. what engine are you using this with?

2JZ GTE USDM AUTO. Just logged and found no knock at 14 psi running at 22.6 degree. will be logging more!! the frame rate is pretty slow huh. it logged 2.8k rpm and next was 3.4k rpm...

you guys should look into TOYOBDI, it's plug and play bluetooth diagnostics to your phone. it's only 30 bucks and the guy that makes it is constantly updating it. it's super awesome.

I have an issue with the connectivity again. Maybe it's the type of capacitor I am using. I got this dielectric capacitor, so any other type of capacitor I should be using?
