Default tune up/engine+trans rebuild

I have a high mileage SC and was wondering what I should do before putting in performance parts, such as a torque converter or ECU upgrade. should i have a full tune-up performed, or would it be better to completely rebuild the engine and transmission? where should i take the car to have either of these procedures done - can any small shop do it or is it highly recommended taht i take it to the lexus dealership for it? and, does anybody have any idea what it would cost?

if you wanna spend the money to totally rebuild it... i'd buy a used one... or if you wanna do the work yourself; swap over a 2jz-gte
