i was sitting at a stop light for a little longer than normal today.. and my car started to overheat.. i drove away to try to move out of traffic.. and the temp went back down.. then i tried it again.. same thing.. went up.. but as soon as i drive it goes down.. what would cause that to happen?
after thinking for a long time.. im thinking because i have a lightweight crank pulley that is smaller.. it maybe cause my fan to spin slower.. causing it to overheat.. is that possible?

First i would remove that lightweight crank pulley because it will distroy your engine.
Start the car and when it gets to normal operation temp touch the lower rad hose if it's still cold that means the thermostat is stuck.
Did you replace the water pump recently? How much coolant you have in the radiator and please don't open it when it's hot.
How long has it been doing this? did you replace the coolant recently? how does the coolant hoses look?
Can you try a different fan clutch? is you tensioner spinning free? how about the pulley on the a/c compressor did spin free?
and please remove the lightweight crank pulley. you need one that dampers the vibrations in the crankshaft. otherwise over time you engine will slowly fail
