Default A/C condenser fan (electric)

I've read about electric fans on the radiator, but has anyone installed a fan just for the condenser that comes on with the A/C, and left the engine driven fan? My A/C is not ice cold when sitting still, The intercooler blocks the airflow through the condenser. It's been my experience with older cars that use engine driven fans, that the A/C is never as good when sitting still, I have no idea how well the lexus works in stock form, but I would think a fan drawing air through the condenser would have to help and make the A/C system more consistent and efficient, since at idle the engine driven fan doesn't do much. It appears there is room for a supplimental fan without having to do too much "re-engineering" any thoughts?

To follow up on this topic, what is this "hole" for in the fan shroud? This looks like a good place to install a supplimental electric fan. Why is this hole here? is something missing (or removed) on my car? The fan shroud is new, could it possibly be from a different model?
