Default electric power distributor question

Let me start by saying that the Air conditioning, Radio, CD changer, and the turn signals will not work in my sc3. There are all known as "key-on" power items, meaning that they need the ignition to be on before they will get power (unlike dome lights headlights etc).

I brought the car to a shop and was told that the ELECTRIC POWER DISTRIBUTOR is not working. I am no sure 100% if that is the term they used, but it is close, and if you are familiar with what I am speaking of please correct me.

My questions are....

Does this part sound like my problem, given the above description?
where can i get this part?
How much should it cost me?
Would it be wise to get it used from a salvage yard to save money?
How much should a shop charge for installation?

Any input is appreciated...thanks guys you are the shiznit

I'm with aliga on this one.
It should just be one heavy relay somewhere.
Take it to someone who knows car electrics well.
