Brakes and Caliper

I'm having a problem with the brakes on my 92 ES300. The car slightly veers right when braking. I recently had the front rotors and pads replaced. Lexus service tech thinks it may be the rear driver's side caliper.
a) How difficult is it to replace rear calipers, pads, and rotors?
b) Is it difficult to rebuild calipers? Any special tools needed?
c) There is a low level whistle (alarm???) when I press the brakes. Any idea what that could be?
We are to suppose to have pretty decent weather tomorrow. I plan to work on the Lex.
