Oil filter part - quick question

Default Oil filter part - quick question

I'm trying to learn how to change the oil and oil filter for a Lexus IS350 2011, and am wondering what this part is on the product pictures of oil filters. I have searched and read through several threads on DIY oil changes, but cannot find or figure out what this part is. Here are a few examples of the part circled in green. It looks like a plastic piece. Product images were found from Amazon.

Could someone tell me where this part goes, and which direction is the part suppose to face?
I have yet to buy the parts for the oil change, nor have taken apart anything from the car.

I am familiar with oil changes with the spin-on can types, but new to the paper cartridge type. Thanks!

That part is to drain the filter housing of oil before you open it. Remove the bolt at the end of the filter, clip that in, and the oil will drain out, allowing you the change the filter with clean hands! Drainer then simply breaks off. You don't actually NEED to use it BTW.
