No CEL with key in "on" position?

No CEL with key in "on" position?
OK, I searched and could not find.
Weird problem, as stated in title, when key is turned to on position the CEL light does not come on. Also, while driving I m getting a CEL light on occasion. I was able to pull the codes once and got EGR and O2 sensors as the problem, this I can have repaired. What worries me is the CEL light not behaving correctly. Is my ECU going bad? The car has been running rough lately.
92 sc400, stock.

nope, its definitely the cel light. When driving it definitly comes on on occasion and with repeated tries I can get the cel codes. That is why I am concerned about it not coming on when the key is in the on position.

Thanks, gonna go with a ebay ECU nd see if that fixes the issue.
