Not Mexico, production was moved to Thailand. So far quality seems to be comprable to the previous filter.

The filter is made by the cheapest bidder by the cheapest material vendor sold to at the cheapest price to a company that deals in cost and volume: Wal-mart. Lets see here. Say every Wal-mart has 500-600 oil filters on hand at every store. 100k stores. We will guess at store cost at $3 and sold at $5. Plus the fact that they can sell in volume because their service area pushes Fram. That is $180mil in oil filters at any given time at the stores at cost. Plus the other parts, and you have a very nice looking product order. Do you think they care about some of the things that Toyota puts into their parts? Buy certified products. The cost isn't much when you look at the long run.

Cool

I personally use either Mobil 1 or K & N oil filters. Never a problem.
