Heater blows cold at low rpm

Heater blows cold at low rpm

my baby (a 98 GS400) spent a few weeks outta commission while I figured out how to change the starter and the starter relay.
Now, even if the engine is warmed up, the heater blows cold at idle (stoplights, etc), but warms up nicely when I am cruising (2-3k rpm).
Anyone got any ideas for me besides avoiding red lights in the winter? :P
