Not normal. You need to have Lexus check it out.

I have a 2002 LX470 with this exact same problem. Usually only happens in the mornings and when the weather is cold and/or wet. VSC TRAC and VSC OFF lights on the dashboard come on (car seems to stall a little when they come on) when you give it gas the lights go out. Matter of fact this morning they came on every time I slowed down. The lights must have come on 10 times in a 10 minute drive to bring my kid to school...and the reason I am looking for an answer to why on ClubLexus. I have had the dealer check this out a lot and each time I get a different answer. One time they said something behind the dash was getting wet because I had an aftermarket windshield and I replaced the windshield ($1500.00)...not happy now that I paid for an actual Lexus windshield and the problem still exists. Now they are telling me the item behind the dash needs to be replaced and it will cost somewhere between $1000 and $1500 and it might not actually be the problem. I can't keep replacing pieces of this car to try and fix a problem that isn't so bad I need to keep buying new parts. Getting annoyed with my dealer (Concord Lexus in Concord, CA.).
