Default Daytime running lights

Hey guys,
I got a 2008 LS460L. I replaced the daytime running lights but they flicker and don't stay on.. I'm looking to change them again and need some advice on brand or which works best. I want 6000k in headlights and fog lights. Any recommendations?

They flicker because the drl output power is about 5volts (less than half of full power) which is why they flicker...

Ok so how can I eliminate the flicker? Would a load resister help?

they came with the DRL Decoders, I've never had an issue.

Not a load resistor... but more of a capacitor. . (Like the decoders mentioned above) they hold a charge building up to 12v then dispense steady power to bulbs or ballasts
