P/S Problem UPDATE!!
After doing everything I could find in this forum, I still had no positive results.
The power steering felt like it was working for an 1/8 of a turn. Then no power assist for an 1/8 of a turn. Then back to power assist for an 1/8 of a turn. This happened all the way to the stop, turning left or right.
It wasn't until after I was putting on the rack I just rebuilt, I found out the steering knuckle on the end of the steering column had wore out so much that the inner needle bearings on one of the cups had crisscrossed over the other ones.
I replaced it and everything was perfect.
Can someone add this problem to the "P/S Bible"?
Please check the steering knuckle on the bottom of the steering column that bolts onto the rack for free movement before replacing your rack.

PS: I'm keeping my '94 LS400 stock and not doing the "hot rod' modifications I talked about in an earlier message.
