I believe the speed ratings are actually heat/temp ratings... In other words, the faster the tire, the hotter the temp, the increase in pressure and wear. Using the ratings on the tire for pressure and load, you would be able to drive that tire at the listed speed for extended periods without damage.
That said, any variations to load, pressure, etc., could increase or decrease the ability to attain a speed for an extended period of time before problems - namely blowouts, etc.
If you intend on doing any track exercises with your ride, probably a set of tires for high speed would be in your best interest.

PS: I would NEVER take a tire over the rated speed for ANY period of time... At that speed, a blowout would be very dangerous and unless you are a very well trained driver, likely unrecoverable.
