Taillights not working but brake lights are fine!
On my 95 celsior the Tailights stopped working but the brake light and turn signals are fine. Ive checked all the fuses the bulbs the sockets and they are all fine. Ive also replaced the tailight control relay. Anyone ever ran into a similar issue on their car or have any ideas what to go to next?

Is your license plate illumination also functioning? That light is on the same circuit as the tail lamps, I think.
"all of the fuses"
I'm reasonably sure there is only one fuse which controls the tail lights on your car. I don't think your 95 is different to my 98, where the fusebox which controls these is in the driver footwell, next to the steering column.
Did you check that fuse? Or were you looking at the ones under the hood.

I'd simply check the tail lights failure sensor unit colored deep orange located in the trunk. To know more and the detail of it, I suggest you to view this my post and access related links there.
