Unhappy Cigarette Lighter

I was wondering if anyone could help me. My cigarette lighter is dead, and I suspect it is the fuse. I have a 1998 LS400, and looking at the manual; fuse # 29 on the fuse box inside the car (near the driver's seat) should take care of it, I think (?)

The manual, however says a couple of things I am a little confused about.

(i) this fuse also affects the A/C system (I have no problems with A/C) and the SRS system (no warning lights for this), so maybe this isn't the right fuse?

(ii) the instructions say to disconnect the battery before changing fuses-is this really necessary- and subsequently the stereo id code will need to be reentered to use it (I don't know the ID code of the stereo)

(iii) what kind of fuse would be needed to replace it in terms of current rating?

Thanks if anyone knows about this!

You need an ID code for the Stereo before you can use it after disconnecting the battery?

Why do you need to disconnect it to insert a fuse?
