Thank you all for responding to my post and sharing your thoughts. As an update, per discussions with the dealer l believe his best price is 26K. It would be inspected by a Lexus dealer at sellers cost. Represented as always garaged with new michelins. Dark gray exterior with black leather interior-rosewood accents. Has all options as far as I can tell including park assist, ML stereo, navigation and backup camera, A/C seats. Im looking for newer LS 460 in my area to compare as suggested in the responses to my original post.

the control arm bushings are 67 bucks with at most 200 dollars of labor. its not a new or complicated procedure.
in my opinion $26k is still way too high for a car that's a month or so away from being 10 model years old. if you are financing it, you're going to pay a higher APR due to the age of the car. i understand it has insanely low mileage...but i would go for a late 2010 with 60k miles or more- you can easily score one of those in the southeast (looks like you live in GA) for $30k without it being CPO'd (obviously the '07 won't be CPO either). The '07-'09 are way too prone to having issues with the control arms which would cost you a minimum of $1,500 at an indy shop (up to $3k at lexus). not worth the risk to me- i'd go late model '10...and wait a month or two so those will be a model year older and the price drops.

I would buy the 2007 with less than 15K miles. But the control arm bushing swap is not an easy routine. Some are easier than others, but the lower ball joints don't fare well after removal. Control arm service at $600 in parts and $600 labor would be a more reasonable bet. But some places see an 07 and their eyes light up, because they can make money servicing perfectly fine control arms...be alert

Based on personal experience, I would not place too much faith in the PPI report from a Lexus dealer. I went this route in Feb 2016 while buying my used 2014 LS from a used car dealership. It was taken to a Lexus dealer for the PPI ($150). They supposedly performed a full mechanical, electrical and body work inspection. They changed the battery under warranty, and the mechanicals (suspension, brakes etc.) all checked out. BUT, they either did not perform a body and paint inspection or did a terrible job because they missed some issues that would have been immediately obvious to a professional inspector. The front and rear bumpers on my car had been repaired and re-painted (nothing wrong with that, I am told; happens all the time). I did not spot these in my careful inspection before purchase, but I am not a professional. In retrospect, I know what to look for. I would have negotiated for a 1-2k price reduction had I known. Bottom line, use a professional car PPI company. I posted links in another thread.

Interesting. I read virtually every post on here about this issue when I was kicking tires on 4th gen and never saw any post saying you could do the entire job for under $1k (that was ordering non-OEM parts and taking to indy shop). I called 2 separate Lexus dealers and the price was $3k at one and $3,300 at the other. Not sure how you can do this complete job for under $300...unless you are saying that each one would be $267.
