I'm not following that. I've often thought of Arkansas as a nice place, with not so bad weather. Maybe some ice in the winter, but other than that, just the usual severe thunderstorms of the southeast. I would think it would be better in AR than in the salt belt. It was intended as humor, and nothing else. It is a nice place.
For the record: I am a native Arkansan - I was born there and grew up there.

Who doesn't? That said, given the amazing trappings of such power, one would think WJC could have perhaps aimed higher than Ms. Lewinsky.
