In general yes, the 06 430 is more reliable then the 07 460 and this is why the price has plummeted for early 460's. They are not the same car so it's a bit loaded to compare the two. The 460 is a lot more expensive to maintain. Control arms, brake actuators, and ML amplifiers are common and expensive failures. Not to mentions the engine recalls. The 430's are more solidly built and many argue are more quiet and ride better. Personally, I would get a 2011 and above 460 if I were to get one. Otherwise, you can't go wrong with a 430 that has been well maintained.

+1 couldn't have said it better than Lav ^.
430 is an over-engineered car. Meanwhile, Lexus started with the '07 as the first car of it's generation, that's why you'd find more problems.
I would put my money on a well kept and maintained 2nd gen. 460, staring 2010-2012. They look very nice and offer you the Lexus promise.

I would say the 06 430 should be more reliable than an 07 LS 460, just because we are talking about a 430 in the last year of its production, historically this is the best time to purchase any model of vehicle and the 430 is a reliable beast.
However I wouldn't be scared of an 07 LS 460 either. As time passes we are seeing that they - even though it was the first year of production - are high quality vehicles too. And they look amazing. If you can purchase one for 17-19k, I'd jump on it and wouldn't look back. I own a 07, it has 103k trouble free miles, yes there were recalls that Lexus had done, but there is virtually no "history" or "reports" of any trouble with these recalls once they've been done. The car is known for control arm problems, but that can be easily fixed with aftermarket parts.
Yes I'd say an 09-11 would be a better purchase, but at what price? If you can get an 07 for a bargain, I'd do it, it's going to look the same as a newer one and it will be pretty darn reliable.
