1996 LS400 Fuel Door & Trunk Solenoid Issues

Yes, I know of the fuel opener in the trunk. I have been using that as needed.
Yep, I know about the lock between the fuel opener and trunk opener switch. Its unlocked.
A couple days ago my fuel door popper stopped working. Here is what happens:
-When you pull the fuel door switch with the key in the car or out of the car, run position or not, the solenoid doesn't make a sound. No clicks, nothing.
-For reference when I pull the trunk opener switch I hear a relay click in the dash but my trunk opener doesn't work either- but that didn't work when I first bought the car.
-Another thing I wanna note: when pulling the cord from the trunk it doesn't feel like its bound up or stuck. Feels easy to open from the pull cord.
Things I have checked so far:
-Fuses. I checked all the lower amp fuses in the cabin above the driver pedals. My fuse panel door is missing so I don't know the exact one to check. Every one I did check was good. I checked for fuses in the trunk as well, but I didn't even find the fusebox thats supposed to be on the drivers side below the cover. Had a view down to the metal of the floor.
What is the next best thing to check?
Is there supposed to be a relay click in the dash like the trunk popper has? (even though my trunk doesn't open from it anyway)
Should I remove the fuel door solenoid plug and connect a voltage meter to test if the solenoid is even receiving power when I pull the switch?
