Default Dashboard electrical problem. (Vid included)

Hey everyone,
I've been having this issue on and off for a while now. I don't really know what's going and hopefully you can point me to the right direction.

Check electrolytic capacitors mounted on the cluster board. They don't leak but loose the capacitance when aged.

I have the same problem. Is there any place I can send it off to have it repaired?
