I need a favor from somebody with a 1st Gen Lexus. Mine is a 93. I changed plugs, wires, caps and rotors yesterday and now when I am in park and rev up the engine the RPM needle doesn't move? If I am driving it it moves as normal it only sits dormant while in park??? Can somebody check and see if that is normal. I can't imagine that is the case. Wonder how changing the plugs, wires, rotors and caps could have made this stop working???

RPM needle always move with engine rpm, so if your engine is running it should indicate some speed. You might have knocked the rpm signal wire off. As of which one it is, I have no idea. Trace back your steps when replacing them and see if you could notice a loose wire.

Just a start of several common problems
I got the same problem and I don't think that you did anything wrong. This is a very common problem with the dash cluster/instrumentation of LS400 (at least for 1st gen). It just happened coincidently with your tune up. The fix for the dash is $$$ so I don't have any plan yet. Right now, your RPM needle is acting up, next will be your speedometer needle (this is suck because you don't know how fast you're going), then your fuel gauge needle (start to use your trip meter now). From my experience, if the engine is warm or if you shut off/restart the engine, all of these needles will come back alive again. Please note that all of my lightings are still fine so far.., just "needle" problems. A lot of members are complaining about the lights went off in the dash so be prepared for these also. The real resolution is to fix the dash.
I wish that someone in this club does a "group buy/fix" for the dash cluster problem. If the charge is reasonable, I will sure be in. Anyone?

Yup, you are right. Both my speed and rpm needle don't work until the car warms up a little. then the speed needles kicks in and a couple of minutes later the RPM needle kicks in. I wonder if all the engine lights are connected with this also, like low raidaitor fluid, brakes, ect.. or if that is seperate.

Sucks no doubt. File a complaint with NHTSA and maybe they will give it a recall /

I just filed a complaint takes about 2 minutes.
