Default '91 LS400 horrible gas mileage and gas meter off?

I seem to only be getting 12-13 MPG in my '91 ls400 and I also wonder if my gas gauge seems to be off, because it will be at the 2nd to bottom line and I go to "fill up" or I think i need to and it will only take like 12-14 gallons does that seem right (also it doesn't seem to go all the way to the top of the gauge anymore either when I fill it up)? And I averaged my gas mileage in the city (not SF type of city, more of a smaller town) seems to be 12-13, but in doing this should I wait until the gas light goes on and then use the mileage when it does or any suggestions on getting an accurate MPG? Obviously city mileage is going to suck, but would there be any reasons (other than it being a v8) that my gas mileage would be this low, or is this common?

yea im in the same boat as u, gonna do a full tuneup soon till gas rapes me even more.

spark plugs, wires, cap, rotor, air filter, cleaning TB, seafoam, then change oil after seafoam. probably more but this is what i can name off the top of my head.

When I drive the LS in SF, I get around 15-16. My suggestion is just to drive until the you see the light turn on. When I fill up with my LS when it's on the last line, usually takes 18 or 19, if I am correct..also if you have done your regular tune up and how you drive.
