The fogs on US spec LS400s are located right next to the headlights, in between the grill and headlights.

By lower fender, if you mean on the front lower bumper, those are only on Euro spec LS400s.

No. Other differences exist. But exterior wise, they have a lower lip and body work on the front and I think rear bumpers. One peice headlights, and headlights washers.

yea pretty much. its nearly impossible to import euro and japanese spec cars into the US legally and register them.

You could, however, try to find the euro spec bumper tho i have absolutely no idea if that would even work/fit on a US car. i know that the 1piece headlights are somewhat simple to find.

wat lites do u think i should use(maker, model) on the lower bumper????

You can put anything you choose down there if you're willing to do some cutting to maintain that clean look. Otherwise you will have to see if you can find a front bumper from a bodykit to mimic the look above. Anything else,in my opionon, would just look stuck on and will not fit right.
