Silver 98-00 LS with chrome rims Virginia Tags

I saw a Silver 98-00 LS with Virginia tags on 95/695 "Baltimore beltway towards towson" yesterday 12/03, the car looked sweet with 19/20IN chromes and tinted windows, I tried to take a picture with my phone but we were doing like 80. it was driven by a sister who was looking dead straight ahead!

Does anyone in the MD DC VA area know this car because that setup is not too common ?
